box-sizing: border-box !important;"> 当前，我县改革发展正处在爬坡过坎、攻坚拔寨的关键阶段。全县上下要坚定不移以习近平新时代中国特色社会主义思想为指导，深入贯彻落实中央和省市各项决策部署，聚焦打赢打好脱贫攻坚战和推动高质量发展，坚定信心不动摇，咬定目标不放松，实干攻坚不松劲，全力以赴抓好年度各项任务落实见效，以优异成绩庆祝新中国成立70周年。关于后几个月工作，王县长已作了详细安排，讲得很具体、很到位，我完全同意，希望大家认真抓好贯彻落实。下面，我再讲八个方面： <br style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;"> 牢固树立经营城市和城乡统筹理念，以融入关中平原城市群为契机，深度对接乡村振兴战略规划，加快完善县城和重点小城镇修建性详规，统筹推进县城、小城镇和中心村建设。要加快棚改工程进度。继续推行领导包片、干部包户、部门配合的工作机制，多方协调解决棚户区改造工作中出现的各类矛盾问题，对历年尾欠棚户区改造任务进行集中攻坚，确保10月底全面完成。要加快老旧住宅楼改造进度，加强工程质量监管，真正把民生实事办好办实。要提升城镇建设品位。启动实施城区亮化、水泉路改造工程，全面建成南滨河景观大道等市政基础设施项目，不断提升县城承载能力。要加快实施小城镇街道硬化、绿化亮化等基础设施建设，完成乡镇垃圾填埋场和污水处理厂建设，推进城乡融合发展。要深化人居环境整治。按照全域无垃圾三年专项治理要求，持续开展“十大环境卫生治理行动”，紧盯综合市场、背街小巷等重点区域，加强日常巡查、联动执法、综合治理，下功夫解决城区占道经营、交通拥堵等突出问题。要深入推进农村“三大革命”和“六项行动”，加快农村人居环境综合整治示范乡镇、示范村建设，全面改善人居环境。 <br style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;"> 今年是新中国成立70周年，保持安全和谐稳定的社会环境意义重大。各级各部门要按照“防风险、保平安、迎大庆”的要求，深入落实总体国家安全观，坚持底线思维，强化忧患意识，积极防范化解各类重大风险。要严格落实意识形态工作责任制。健全重大舆情源头防治、应对处置工作机制，妥善做好信访问题处理、网络留言回复、矛盾纠纷化解等工作。宣传部门要精心开展庆祝新中国成立70周年系列宣传，强化正面舆论引导，占领宣传主阵地。要加强各类热点信息甄别防控，增强网络舆情预警响应处理能力，牢牢掌握意识形态工作主动权。要纵深推进扫黑除恶专项斗争。持续加大线索核查、案件办理、行业整治力度，严格落实“两个一律”和“一案三查”要求，深挖彻查涉黑涉恶案件背后利益链和“保护伞”，进一步巩固专项斗争成果。持续强化社会治理创新，学习借鉴“枫桥经验”，健全社会治安防控体系，严厉打击各类违法犯罪行为，维护社会和谐稳定。要认真做好应急管理和防灾减灾工作。严格落实安全生产工作责任制，紧盯道路交通、建筑施工、食品药品、消防等重点领域，健全隐患排查整治机制，坚决杜绝重特大事故发生。要切实增强防灾减灾意识，特别是应急管理、自然资源、水务、气象等部门要健全监测预警、分析研判、联动处置等机制，认真做好隐患排查、物资储备等工作，确保人民群众生命财产安全。 <br style="max-width: 100%;
